This abbreviation appears on a graph showing HIV infection rates in certain populations. Other abbreviations include ПИН and МСМ. The first stands for injection drug users, and the second for men who have sex with other men.
I found one reference for СР that appears appropriate here:

The site lists Проект по профилактике ВИЧ-инфекции (СР) and Проект по профилактике ВИЧ-инфекции (МСМ/ЛГБТ) as interregional organizations, so I don't think СР is an abbreviation for the organization. It probably stands for a population group surveyed for incidence of HIV infection. Now about the only group not covered is heterosexuals., but I can't get from СР to “heterosexuals.”
Any ideas?

P.S. I don't know whether any of the above 'эСЕРЫ' (not 'эСэРы' или же 'эСЭРЫ') would like to have their acronym to be associated with the nowadays UN/UNAIDS/UNFPA/WHO 'standard acronyms', but anybody concerned may try to ask... either 'historians' or 'current leaders' :-)))
