purchase limit/threshold

What they're really talking about here is a limit or threshold on certain purchases (i.e., implicit in the "procedimiento" of this type of "contratación").

I'm tending more and more to use "purchase" for "contratación" in this context because "contracting" hardly ever makes sense.

Here's a couple of examples where the "purchase" is evidently made under some kind of "contract":

"As authorized by law and under the jurisdiction of the CPO-CDB, individual contracts for construction, construction-related services, construction-related professional services, and construction management supplies or services not exceeding the following thresholds (hereinafter, "small purchase limit") may be made without notice or competition or use of other method [sic] of procurement as follows:"

Thanks, Phil. I think it's just a question, as is often the case, of jargon, i.e., the writer is assuming that the reader knows what they mean.
agree Luis M. Sosa : Yes, you are right and, by the way, 'procedimiento' is inappropriately used in the source or else is redundant.

procurement process

The terminology would normally be in connection with the hiring of staff (personnel) within a company or organization. In terms of sales and purchases, it states that the procurement can always be extended as long as the extension amount does not exceed 25% of the original amount, in which case the purchase or procurement process would begin again, within the same terms and conditions.

Un proceso de contratación se trataría normalmente de un proceso de escoger a quienes van a ser empleados para hacer un trabajo específico dentro de una empresa u organización. En cuanto a las ventas y compras se afirma que la contratación puede ser ampliada siempre que la cuantidad de la ampliación no sobra el 25% de la cuantidad primera. En aquel caso el proceso de ampliación (o de venta y compra) volvería a comenzar de nuevo, con las mismos términos y condiciones.
