As far as I understand, customs agents/brokers (though the latter term seems to refer rather to a person), are either companies that take care of paperwork and make sure your goods get through custioms clearance or people permanently employed by logistics companies/ports etc. to do the same. I suppose those permanently employed are there because there is enough work for the company to make it worthwhile while agencies are just employed on an assignment basis. Makes sense.

Would you have any actual proof of your suggestion outside of Linguee? I looked that up myself but wasn't entirely convinced.
