"girar" is related to "giro" = "line of business", but as the line of business or corporate purpose is not described, it basically means "that does business here (under the name of) ..."

Documents drafted in English would be something like "corporation organized and existing under the laws of..." but to use such a phrase would be straying too far from the original and it may not be the case, i.e. it may be incorporated elsewhere:

"A corporation that does business in a state but is incorporated in a different state or a foreign country. A foreign corporations must file a notice of doing business in any state in which it does substantial business."
