I think to be safe on this one I would simply describe it as an 'interlocutory decision'.

The document is a reply to a claim during contentious-administrative proceedings in Ecuador concerning an administrative act and the bearing it may or may not have had on a contract to supply crude oil amongst other things. Nothing to do with bankruptcy and the phrase as I mentioned only appears once towards the end. 'Characterization ruling' which is one of the suggested translations seems reasonable. I was thinking along the lines of 'ruling classifying the claim'. There are quite are few hits for 'auto de calificación de la demanda' as opposed to 'auto de calificación'.

We really need some more context here as this term can refer to a number of things, ranging simply from 'judgment' to acceptance of claims in bankruptcy. We need to know to what the auto relates.
