- Las prestaciones de Servicios incluidas en las especificaciones particulares....

Would this be the Engineering Department or somehting along those lines?

Oh, I was thinking a dead body (something usual when you live right next to Cd. Juárez, murder capital of the world). Yes, here it would refer to the engineering department, or just "Engineering" for short, it's often said like that.

If a notice is to be sent in writing to "la INGENIERÍA", then it has to be a group of people or something along those lines. I've come across this as well: LA PROPIEDAD colocará un cartel con la indicación de los nombres de LA PROPIEDAD, la INGENIERÍA y el CONTRATISTA y las demás Entidades que ejecuten obras e instalaciones en los terrenos.

Unless INGENIERIA is defined somewhere as a unit or department, as you suggest, what they are referring to would be simply the "engineering specifications".

The Engineering Division

I completely agree that it refers to a body with its corresponding responsibilities . So,I think it comes down to addressing the entity representing the body of engineers, Sherry.
Example sentence:

..."and the specifications ordered by the ENGINEERING DIVISION,..."
