fast-track

This is an expression that perhaps strikes the right tone, given that these are officials or politicians speaking and trying to sound dynamic. It's something of a jargon phrase, colloquial in the same sort of way as the Spanish, I think.

It's used as an adjective and as a transitive verb, so I'd suggest you say "and will fast-track approval of the plant".

It's actually an expression very much associated with getting legislation through the approval process rapidly; in the US they have a "fast-track" process for this purpose (check Google).

You'd need to turn it around a little and make approve a noun - expedited approval of...
