Can anyone figure out this? It seems that the meaning of the sentence is self-contradictory...

وعلى المصارف بيع الفائص عن المبلغ المسموع به مقابل العملة المحلية لاي مصرف آخر بغرض تغطية العجز في المركز بشراء النقد الاجنبي من المصارف الاخرى

This seems to say: Banks shall sell to any other bank any amount that exceeds the amount autorized in exchange for the local currency in order to cover the shortage in the (foreign exchange) position by buying foreign currency from the other banks...

This seems contradictory unless I misunderstand something here; I mean the bank seems to have foreign currencies above what is allowed and has to sell that excess amount to other banks, but then the sentence continues to say that this is in order to cover a foreign exchange shortage shortage...

These seem to be two different sentences... What do you think? Please justify your answers (financially and linguistically if possible)...
