English term or phrase: leading to live births
Three scientific organisations – the Association for Responsible Research and Innovation in Genome Editing (ARRIGE), the Genome Writers Guild, and the Japanese Society for Genome Editing (JSGE), have launched a common statement regarding the use of gene editing techniques in human embryos ***leading to live births***. The statement demands the urgent implementation of international regulation of human gene editing in embryos.

Reference: [any] use of genome editing techniques in human embryos that **leads to** live births

Reference information:
Here is the cited statement:
https://arrige.org/Common_statement_Arrige_GWG_JSGE.pdf

The queried phrase appears on the website (and so perhaps in press releases),
"the use of genome editing techniques in human embryos leading to live births",
whereas in the statement proper it has
"the application of these powerful technologies on human embryos leading to live births".

One difficulty is in interpreting what precisely leads to live births.
Grammatically, at least, it cannot be the "embryos", even though they are juxtaposed at the end of the sentence. Rather, it would have to be either the "techniques"/"technologies" or a "use"/"application". I think the latter makes the most sense in the given context.

Reading the passage literally, there is no mention of an intention or goal or objective.
I suggest that it could be paraphrased:
"[any] use of genome editing techniques in human embryos that leads to live births"
and
"[any] application of these powerful technologies on human embryos that leads to live births"
