Iäm not 100% sure of the correctness of the expression, but It is definitely not Einfuhr/Import- und Ausfuhr/Exportlizenzgebühren, that would be import and export licence fees.

I think these fees are levied for the licence to process the customs procedures with the authorities perhaps by agencies doing this kind of work, not fees for the licence to import and export which the importers and exporters have to bear.
