agree  Dylan Edwards: I agree especially with the point that "me" means "by". "Tropopiithike" would be the usual verb for "amended", but here, I agree, "amended by" goes better in English than "added by".

Explanation:
On reflection, I think it has to be "added" in English.
Article XX is saying "the following Article is added to Law XXX..." - I think that's what it means!
So the new Article is added, by Article XX, to an already existing law/act.
The phrase "added by" is puzzling to English speakers - I know because I've been queried about it in the past! So I'd suggest "added pursuant to".

Hope I made it clear.
I don\'t think it means \"added to\". I think it means \"added by\" (however you want to phrase that in English).
I don\'t think an article is amended. I think an article is added.
(The law to which the new article is added is of course amended, because an addition is a kind of amendment).
