Indonesian term or phrase: Membaca
It is the first of four paragraph headings on a legal document issued by the Indonesian Ministry of Justice and Law. The four headings in order are "Membaca"; "Menimbang"; "Mengingat"; and "Menetapkan". I know the literal meaning of each of these words. What I need is an English translation equivalent appropriate in the context, i.e. a directive a government department.

These 4 terms are always used in legal documents... I usually do it as follows :

1. Having read ....

2. Taken into consideration or taking into consideration...

3. Considering ......

4. Hereby decide to .....

It is a bit tricky to explain between 'menimbang" & "mengingat" because they actually both mean the same
you could explain "menimbang" as "taking into consideration" and then 'mengingat" as "considering". It is something like " taking into consideration that the election is only 3 months away, ...... etc.... etc... and considering that there are around 50,000 voters in this constituency .... etc.. etc "

Thank you for your suggestions. Just guessing I translated as follows 1. With reference to; 2. And considering; 3. And in view of; 4. To determine. I prefer "To determine" because the immediately preceding phrase is "MEMUTUSKAN" (which is already "to decide"). Thank you very much for your kind help on the basis of your experience -- it helped me make some difficult decisions.
