There used to be an era about 40 years ago where almost every Norwegian company's annual report referred to 'possessing' a kompetansesentrum, routinely translatable as 'centre of expertise' until 'capability center' started taking hold in the USA and India.

Otherwise, kompetanse is a true 'weasel-word' and includes in my own NO/EN glossary, b.a. > inter alia: know-how, proficiency and facility.
