Возникло сомнение насчет "Лишение полномочий".

Может быть для подразделения имеется спец. термин, а не просто "termination of powers"?

disagree  Tom Fennell: Power of attorney really is limited to "доверенность," and broader authority is implied here. A department would not have a power of attorney. Individuals have powers of attorney. Proxy is even more narrow, usually a power of attorney for voting rights.

В зависимости от контекста может быть и termination (например, по решению суда и т.п., хотя, по-моему, и там подойдет revocation) или revocation, если решение принимает руководство соответствующей компании. К сожалению, найти полный эквивалент всего выражения в англоязычных источниках не получается, так как наше "обособленное подразделение" не обязательно имеет точные эквиваленты в зарубежных системах права.

По фразе предложил бы следующий вариант:
Revocation of powers (closure) of a (Company's) separate unit
