Russian term or phrase: выполнить формально
Background: a book character is trying to decide which god he should choose. Each god has offered him certain things, but one of them has also promised to protect Earth. However, the player is worried that the god won't really keep his promise.

Text: По сути, его предложение было одним из возможных решений. Ведь он не только обещал мне божественность, но и гарантировал защиту для нашего мира. Насколько метрополия может гарантировать защиту колоний. Выгодно для меня, но достаточно печально для всех остальных. Не говоря уже о том, что ***обязательства всегда можно выполнить лишь формально***.

I'm looking for a way to phrase this sentence for literary translation.

TIA!

the details of the formulation can of course be tweaked. for example, "hono(u)r" might work better than "adhere to", "rather than the spirit" may be dropped altogether, etc.
