Dutch term or phrase: concessie
I think that **concessie** in this context should be something along the lines of district, and consequently **Concessiemanager** should be District Manager, but I would appreciate some input from neutral eyes.

Explanation:
The UK government grants licences to companies to run the railway lines. While those who run bus services are granted permits.

A concession in public transport seems to refer more to 'discounts' on fares.

So maybe Permit Manager.
