Dutch term or phrase: concessie

I think that **concessie** in this context should be something along the lines of district, and consequently **Concessiemanager** should be District Manager, but I would appreciate some input from neutral eyes.

Perhaps 'Concession Manager' isn't a great translation but it would make sense in the context of the document.

Because "concession manager" seems to be used more in the hospital industry, e.g. a person who manages the little shops at a train station.

I wonder if "concession operator" would work here?

I see no reason not to simply translate this as ‘concession’.

The UK government grants licences to companies to run the railway lines. While those who run bus services are granted permits.

A concession in public transport seems to refer more to 'discounts' on fares.

So maybe Permit Manager.
