Misterioasa locuțiune cred că provine de la rusescul в порядке (pe calea), care se folosește atunci când se precizează tipul procedurii (administrativă, civilă, penală...) prin care reclamantul se adresează tribunalului. Cu alte cuvinte, dosarul inițiat este unul de drept administrativ. Pârâtul este cumva o instituție de stat? În orice caz, cred că există multiple posibilități de traducere pentru redarea ideii că X a inițiat un dosar administrativ. Pornind de la propoziția: ...cu cerere de chemare în judecată, în ordinea contenciosului administrativ, s-a adresat reclamantul ZYYX... Se poate traduce mult mai concis așa: ZYYS... brought an administrative action... Sau așa: X issued administrative proceedings...
