Labour welfare Explanation: Might be what they mean , including shop stewards to defend worker interests. What is a labour welfare? Labour welfare refers to all the facilities for labourers to improve their working conditions, provide social security, and raise their standard of living. |

safeguarding factory survival (and industrial production) Explanation: Has to chime with 'economat/s' I can't recall seeing such term from my dabbles with Catalan, pre-eminently from Andorra. I've only ever seen 'commissaries' as military stores at US Army GI Barracks in West Germany cf. NAAFI canteens and 'victualling stores' of the British Armed Forces : notably the RAF.
