I'm wondering if the correct translation can be “secretario adjunto del Estado para los servicios empresariales y de licencias los servicios empresariales y de licencias del estado de Nueva York”.

Not so sure about the Business and Licensing Sevices, tried looking for an official translation but could not find any.|
