In the Supreme Court of Venezuela a request (petition?) was made to not apply certain articles of the constitution regarding Indigenous representation in various of the nation's legislative bodies (local and state assemblies municipal councils). They were to be replaced with others

I would like to k now what a "ponente" is in this context and also what a Ponencia Conjuta is in Venezuealn constitutional law

I have found several translations of ponente, very different depending on the country for example in Spain it can be working group or parliamentary grouping and in other countries ponencia is translated as report , proposal etc.

Can anyone help me find a definitive answer? please
